Major Aerospace Investment Boosts Daedalus as Regional Hub


The Daedalus Solent Enterprise Zone (DSEZ) is cementing its position as a vital asset for the aerospace sector in the South East, with recent developments highlighting significant investment and continued growth. A major industrial deal has secured the long-term presence of Eaton, a global leader in aircraft component manufacturing, at the Daedalus business park in Fareham.


Eaton's Strategic Move to Daedalus Eaton will relocate from its long-standing base at Abbey Works in Fareham to a new, purpose-built 176,000 sq ft Grade A manufacturing facility at Faraday Business Park within Daedalus. This move follows Royal London Asset Management Property’s acquisition of the nine-acre Daedalus site from Fareham Borough Council, with Eaton securing a 20-year pre-let agreement.


Construction of the new facility began in July 2025 and it is expected to be ready for occupancy by September 2026. The development is designed to meet the highest environmental standards, targeting BREEAM Outstanding and EPC A+ ratings, and will include modern manufacturing space, offices, and employee well-being features like a rooftop terrace.



Matt Price, General Manager of Eaton’s Fuel Systems Business Unit, emphasized that the new facility represents a significant investment for Eaton, ensuring its market-leading competitive position through cutting-edge technology and production systems. This relocation cements Eaton’s long-term presence in Fareham, retaining hundreds of jobs and demonstrating a commitment to the local area and the wider UK manufacturing base.


Daedalus: A Pioneering Hub for Aerospace and Beyond The Solent Enterprise Zone at Daedalus, established in 2012, is a Government-designated area backed by significant public sector investment aimed at fostering business growth and job creation. Developed through a partnership including Fareham Borough Council, Gosport Borough Council, Hampshire County Council, Homes England, and the Solent Local Enterprise Partnership, Daedalus has a rich history as a military airfield and training base dating back to WW1.


Today, with Solent Airport at its heart, Daedalus continues its tradition with businesses from the aerospace and aviation sectors. It is considered an ideal location for pioneering businesses, particularly those in engineering, manufacturing, and technology, with a strong focus on the marine, aerospace, and aviation sectors.


The site benefits from direct access to a marine slipway and excellent road links, enhancing its connectivity for employees, customers, raw materials, and finished products. Extensive public sector investment has led to substantial infrastructure improvements, including new roads, business parks, education and innovation facilities, and a new all-weather runway at Solent Airport. Fareham Borough Council alone has invested around £28M in infrastructure at the site since 2015.


Key facilities and developments at Daedalus include:


  • Faraday Business Park, where Eaton’s new facility is located.
  • The Fareham Innovation Centre, which opened in 2015 and has since doubled in size.
  • Daedalus Waterfront, an 18-hectare site ideally suited for marine sector businesses with direct slipway access, with plans to provide more employment space and bring historic buildings back into use.
  • Solent Airport, owned by Fareham Borough Council.
  • Various education and innovation facilities like CEMAST and CETC.


Councillor Simon Martin, Executive Leader of Fareham Borough Council, highlighted that Daedalus is the borough’s largest dedicated employment site, already home to hundreds of jobs, and Eaton's addition of hundreds more is "great news for everyone".


In summary, Daedalus Solent Enterprise Zone is a strategically important and valuable resource for the region, especially for the aerospace and advanced manufacturing sectors. Eaton's significant long-term investment and relocation to a state-of-the-art facility further underscore Daedalus's role as a centre of excellence for innovation and economic growth in the South East of England.

2025-2026 Duty Suspension Application Window Duty suspensions are designed to help UK and Crown Dependency (Guernsey, the Isle of Man and Jersey) businesses remain competitive in the global marketplace. They do this by removing or reducing import duties on specific goods, normally those used in production processes, for a defined period. Since 2021, the UK has invited stakeholders to apply for suspensions on three previous occasions, resulting in over 300 measures being introduced which have delivered benefits across many sectors. The government is now inviting stakeholders to apply for suspensions in 2025-26. The application window will be open from Wednesday 26 November 2025 to 11:59pm on Wednesday 4 February 2026. Applicants have the opportunity to submit a completed duty suspension request form, which is accessible on the duty suspensions and autonomous tariff quotas GOV.UK page . Fuel Duty The Government has confirmed today that the current freeze in fuel duty will continue for a further five months and will remain in place until September 2026. It is then proposed that the five pence cut that was first introduced in 2022 will be reversed through a staged process. From April 2027 it will then be uprated annually by RPI. This is a significant shift for the sector having experienced many years of fuel duty being held and the cost of this will need to be planned for over the coming years. As expected, as there has been a decline in fuel duty receipts generally following a switch towards hybrid and electric vehicles further measures have been introduced to counteract that, albeit that switch has focussed on the car market. Electric Vehicles The Government has announced that it is introducing Electric Vehicle Excise Duty (eVED) as a direct result of falling fuel duty receipts as drivers switch away from petrol and diesel vehicles. This will take effect from April 2028 but the good news for the sector is that this will only apply to cars and operators of other vehicles including vans, buses and HGVs will remain out of scope of the eVED for the time being. The reasoning appears to be that the adoption of electric vehicles in the sector is lagging behind that for private cars but it is clear to see the direction of travel as fuel duty receipts are forecast to continue to decline in the future. Vehicle Excise Duty will be increase by RPI for vans and HGVs from 1 April 2026. EV Charging An extra £100 million has been pledged by the Government for investment into the EV charging infrastructure, this includes workplace charge points. This is in addition to the £400 million of funding that was previously announced at the Spending Review in 2025. Capital Allowances A number of measures relating to capital allowances have been announced, which include maintaining the full expensing for plant & machinery in the year of expenditure which is to be welcomed. In addition to this a new 40% first year allowance will be introduced from 1 January 2026 which should have the advantage of covering assets used for leasing, albeit some minor exclusions will remain. This will be a welcome change where companies in the sector lease assets between members of a corporate group. This measure helps to level the playing field. The main rate of writing down allowances will be reduced from 18% to 14% from April 2026 but this should not adversely affect most businesses unduly where some form of 100% allowance has already been claimed either through full expensing or the Annual Investment Allowance. Low Value Impacts As a result of Brexit, the UK introduced a relief for customs duty and import VAT on imported goods with a value of £135 or less. Instead, VAT was due on the selling price only. Following consultation and due to a significant increase in volumes, the Government announced that the relief would be removed from March 2029, at the earliest. It was concluded that the low value imports arrangements had incentivised e-commerce cross-border trade to an extent that was never envisaged, resulting in non-compliance and distorting competition for UK e-commerce retailers. A new system of data and duty collection will now be developed for the industry and all imports will be subject to tariffs, as applicable.
